In Vladimir Shvorin's article som|dog calls into question the DCR's current policy of not accommodating off-leash recreation in the Middlesex Fells:

Right now, with no accommodations for off-leash recreation, people with off-leash dogs are everywhere in the Fells. The leash law is, for all intents and purposes, unenforceable. On the contrary, when specific areas and trails are designated for off-leash recreation, it will become easier to enforce the leash law in areas and on trails where dogs must be on a leash.
